MAKING & FUNDING LAWS: A PRIMER: Authorizations & Appropriations in the U.S. Congress, March 8, 2010 — a four-page document that aims to demystify the process by which laws are proposed, passed, and funded by the U.S. Congress. It is coauthored by Gene Sofer, founding partner of The Susquehanna Group in Washington, D.C., and Gail Spangenberg, president of CAAL. This little publication intends to help provider groups, in particular, understand how the authorizations and appropriations process works.

CAAL AEEGA Talking Points —October 17, 2009 version of CAAL's talking points for conversations with Congressional leaders and Administration officials. The document, by Gail Spangenberg with CAAL staff, is updated periodically. It reflects the most important revisions CAAL and the National Commission on Adult Literacy think are needed to strengthen the Adult Education and Economic Growth Act (HR 3238, S 1468).
